Regression : Unnecessary scrollbar flickers on recording 'Record Allocation Timeline' profile in Dev Tools

Version: 55.0.2865.0
OS: <Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome -> Open any page(Ex:chrome://apps)and press F12 to open Dev tools
(2)Now Go to Profiles Section -> Select 'Record Allocation Timeline' profile option-> Now Click on Start and observe unnecessary scrollbar (Please refer video)


Expected: No Scrollbar should be seen on recording 'Record Allocation Timeline' profile 
Actual: Instead Unnecessary scrollbar is seen 


This is Regression Issue broken in M-55

Able to reproduce the issue on Mac 10.11.6 using chrome version 55.0.2865.0
