Issue descriptionChrome Version: 55.0.2864.0 Revision 533dcff13b0b002494a3040d2f90de937a93e76d-refs/heads/master@{#419385} OS:Windows(7,8,10), Mac(10.10.5,10.11.4) What steps will reproduce the problem? (1) Launch chrome, open dev tools window, hover mouse on three dots under Elements section. (2) Click on 'Add-box shadow', type text in 'X offset' text box then click in 'Y offset'(Red highlight seen) (3) Again click in 'X offset' text box and observe. Actual: Unnecessary Red and blue both highlight is seen on text box. Expected: Highlight on text box should be proper. This is a non-regression issue, seen from 'M-55'(55.0.2862.0) Note: This is a new feature seen from 55.0.2862.0 build.

Let's change the outline to blue when the field has focus + errors. We don't validate as you type, so we can reserve the red outline for when the field loses focus.
