Probably no, because that's not really what a web browser is for. Though it may be useful to you and others, and it does sound like a neat idea, a very large majority of users will never use such a feature. It is rather hard to justify creating this feature, maintaining it going forward to keep it working, and shipping the extra code to users, given the size of the audience. That said, the Chromium code is BSD licensed, so you can take your copy and modify it to do whatever you want. You may also be interested in Chromium Embedded Framework, which is a separate project that can be used to build on top of Chromium to make custom applications.
