bluetooth: Add only LE devices to Bluetooth Chooser

Issue description

Currently the chooser adds devices whenever BluetoothAdapter::Observer::DeviceAdded is called. This is called for both LE and Classic devices which means that sometimes classic devices will show up in the chooser. We need a way to filter out classic devices.

ortuno@: can this be closed? Seems to me that the device chooser uses a BluetoothDiscoveryFilter that only allows LE devices.

Devices are added to the Chooser when DeviceAdded or DeviceChanged are called. Even if we start a discovery session for LE-only devices, classic devices can still be added to the chooser if (1) there is an active classic discovery session, or (2) if a classic device changes is some way e.g. disconnects.
