Playing HTML5 Videos Temporary Freezes

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 8530.87.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.123 Safari/537.36
Platform: 8530.87.0 (Official Build) beta-channel veyron_minnie

Example URL:
youtube.com

Steps to reproduce the problem:
1. go to youtube.com any video
2. After a few minutes the video will stutter for about 1-2 seconds and then keep playing

What is the expected behavior?
Video not stuttering

What went wrong?
Seems any video stutters

Did this work before? Yes Previous Version

Is it a problem with Flash or HTML5? Both

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.123  Channel: beta
OS Version: 8530.87.0
Flash Version: Shockwave Flash 23.0 r0

this is probably because the buffer time is too low. Please right click video=>stat for nerds, take a look the value of buffer health. if the number is too low (<2s), the video playback feels stuttering. This value is set by YouTube. It is not a media bug.

I have this problem on other websites as well.  HTML5 and Flash videos.   I will check the buffer on them see if that does anything
