Allow each monitor to display a different wallpaper

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.81.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.103 Safari/537.36
Platform: 	8530.81.0 (Official Build) stable-channel zako

Steps to reproduce the problem:
Go to wall paper.  Choose a wallpaper.  Same image on both monitors.

What is the expected behavior?
Different image on different monitor

What went wrong?
Same image on different monitor

Did this work before? No 

Chrome version: 53.0.2785.103  Channel: stable
OS Version: 8530.81.0
Flash Version: Shockwave Flash 22.0 r0

This seems like a weird external/internal wallpaper bug. Both monitors should have the same wallpaper.

Well I would like so that it has different wallpapers like Windows.

It can prevent issues like 4k monitor's wall paper being too small to the 1080 one.
