UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. I am using l10n.js 
2. I link .properties files following  https://hacks.mozilla.org/2013/08/localizing-firefox-os-apps/
<link rel="resource" type="application/l10n" href="locales/locales.ini" />
3. It works perfectly within the website on Mac or Windows or using chrome extension to be the container of the website on Mac.
But it doesn't work on chrome extension on Windows. It seems these files are not loaded. Because when I tired to run js code to force a translating, it will be all good.
