old tabs appear after shut down and start up

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. open chrome
2. click on new tab
3. old tabs appear

What is the expected behavior?
new tab will open - old previous tabs will not be shown from previous days

What went wrong?
i have unchecked "Continue running background apps when Google Chrome is closed"

Did this work before? Yes prior to me deleting Windows 11 from my computer

Chrome version: 53.0.2785.116 m  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Windows 11 was a nightmare and I believe the problem lies with Windows 11 incompatibility to Chrome - I prefer Chrome and can't stand Windows IE or anything associated to next computer will be apple

Unable to reproduce the issue on MAC 10.11.6, Windows 10 and Ubuntu 14.04  using chrome reported version #53.0.2785.116 and latest canary #55.0.2864.0.
Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Launched chrome browser and clicked on new tab.
2. Observed that new tab appeared as expected.

Reporter@ - Could you please check this issue on latest canary #55.0.2864.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
Please check in chrome://settings, if "open the new tab page" in the start up menu has been selected or not. If not, then please select the same.
