Slight flickering or jumping while hovering links

Issue description

Chrome Version       :  54.0.2840.27 beta-m (64-bit)

What steps will reproduce the problem?
(1) Set "Disable display scaling on high DPI settings" on the Chrome shortcut
(2) Maximize Chrome Window
(3) Hover any normal link (Ex: Google search entry)

The entire window would shift down by one pixel and shift back to normal when hovering out of the link giving this awful slight shaky/flickering effect. This started happening after the Windows 10 Anniversary Update.

Disabling the shortcut option fixes the issue entirely but also disabling hardware acceleration on Chrome fixes it.

OS: Windows 10 Pro, Version 1607 Build 14393.187 (Anniversary Update).

Correction: The issue is solved by setting "Compatibility Mode: Windows 8" in the shortcut properties this also solves the issue even if the "Disable display scaling on high DPI settings" is on.

Additional info: I am using a 150% DPI scaling on a 1440p monitor.

Works fine for me on Windows-10, chrome version: 54.0.2840.27. Attached is the screenshot of the System details. Tested this on system with device scale factor: 1.5. Don't have System with Windows anniversary update as of now to test and confirm the same.

Looping MTV team for help in further investigation.

Update:

It seems that the issue cannot be recorded with normal screen capture. I have recorded it externally. 

Again, disabling hardware acceleration or setting compatibility mode to a different setting on the shortcut fixes it whether or not the disable display scaling is enabled. The Issue comes back after I restart chrome with this last fix by using compatibility mode.

Updated to Win 10 HiDpi (Dell Precision) System to Anniversary Version (1607 OS Build Number 14393.187). Installed Chrome beta version 54.0.2840.34and tried as mentioned in the steps above. 

No flickering or jumping while hovering links with "Disable display scaling on high DPI settings" was observed. Tried on Both chrome and incognito modes 

Removing bisect label, please add if required again.

Compatibility flag doesn't seem to he the issue. It is somehow connected to hardware acceleration and or higher dpi settings on windows. It would occur even with no compatibility settings on a Canary clean build.

I have the same issue
Maximizing Chrome Window with no compatibility settings will cause the issue.
Change compatibility to "Windows 8" will resolve the issue, however chrome will clear this compatibility setting and causes the issue again.
"Disable display scaling on high DPI settings" does nothing at all.
OS: Windows 10 version 1607
Screen: 1920 x 1080 with 125% DPI
Computer model: Dell i7559

In addition, whatever pops up on the screen (status bar when hovering over a link, right-click context menu, bookmark drop-down menu, brightness or volume bar in Win10 etc) will cause the whole windows to move down a pixel (which is the normal position). If nothing is on the screen, the whole window will move up a pixel. 
It seems to happen only if:
1. Using Windows 10 version 1607
2. High DPI (I'm using 1920 x 1080 with 125% DPI)
3. With Chrome window maximized
4. Have "Hardware acceleration" enabled
5. With all compatibility settings disabled ("Disable display scaling on high DPI settings" does nothing at all)
6. Chrome 53 and 54 (I haven't tested other versions)

For anybody looking for a temporary solution. I have successfully fixed this with a simple registry workaround.

- Run the attached .reg file and confirm to merge, this will add a compatibility mode setting to the registry for Chrome executable

- Create a new shortcut of "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe"

- Problem gone! No more headaches.

Facing the same issue with Chrome 54.0.2840.71 on Win10 AU with 2560x1440 integrated notebook display.

Steps to reproduce:
- set Windows scaling factor to 125%
- open Chrome
- maximize the window
- browse to any website and hover over a link

Result:
- Window content moves a few pixels up and down when hoovering over a link and moving the cursor away again

Expected result:
- No movements of the window content

Additional information:
Does not happen when any of the following is true:
- hardware acceleration is disabled in Chrome
- Taskbar is placed on any other side of the screen than the bottom side
- Taskbar is on the bottom side but configured to hide automatically
- Chrome is started in Windows 8 compatibility mode
The issue still persists with Chrome 54.0.2840.99 and is very annoying. If you need any further information I am willing to provide you with everything needed.
I can confirm the same issue on 55.0.2883.87, it seems to be HiDPI related. I'm running it on a 15.6" notebook with a 1080p screen (125% scaling). It happens only if the window is maximized.

Both turning off hardware acceleration and using Windows 8 compatibility mode solve the problem, but those are not real solutions and they trash browser performance.

I don't think anyone on the HiDPI component has the knowledge to drill into this. Adding the GPU component to try to find someone who can confirm/triage this issue, since it seems to be related to hardware acceleration.
I see this on version 56.0.2924.59 beta too.

Hardware is Thinkpad P50 with regular 1920x1080 (not the 3k screen option) that reports itself as 1.25x DPI (based on http://mattmiklic.github.io/dpitest/test.html )

To all of you that still are experiencing this issue and have an Intel Graphics Card.

I have updated to the latest Intel drivers (21.20.16.4590) From 1/18/2017 and it solved the issue for me! Finally!

A lot of notebooks are using customized versions of the Intel GPU driver, so trying to download it directly from Intel's website may result in "driver not verified" error when trying to install, even though it's for the correct GPU model. The only hope is to wait for the notebook manufacturer to release an update, which may or may not happen. Until then using Chrome is a very mixed experience for me. Hopefully the developers can take a look into this as even if it's GPU driver related it does not happen on any other browser I tried.

I have the same issue as everyone else.

Notebook with Windows 10 (x64), latest updates, featuring Intel HD 530 and NVIDIA GTX 950M. GTX is the primary GPU, but both have latest drivers. Compatibility mode does not solve the problem consistently, restarting Chrome seems to bring back the issue. Disabling HW acceleration is the only thing that works but that's simply trading one problem for a worse one. This issue only happens when the window is maximized, no other browser has this issue.

I resolved this issue by downgrading my Intel HD Graphics driver.

In my case, I am dealing with the following Intel drivers:
'Working' Intel driver: 20.19.5.4531
'Faulty' Intel driver: 21.20.16.4574

(Your local Intel versioning may be different)

I performed the following steps:
1. Open Device Manager
2. Right-click display adapter (in my case "Intel(R) HD Graphics 520")
3. Click "Update Driver Software"
4. Click "Browse my computer for driver software"
5. Click "Let me pick from a list of device drivers on my computer"
6. Select an older version of your driver (I selected the oldest one, dated 29 September 2016). See the attached image.

Another option would be to wait for a driver update (the above comment points out that newer version of the Intel driver don't show this bug).

I reinstalled Windows twice to no avail to fix this issue, until finally (at least in my case), the above steps fixed the issue for me. I hope it will do the same to anyone who reads this.

Update on this issue: 

After installing the Creators Update for Windows 10 hovering on links in the viewport no longer causes the window to jump, however hovering on certain browser UI elements like the menu button in the top right corner still causes the browser window to shift up and down.
