WebView inside application do not show content

Issue description

Steps to reproduce the problem:
Steps to reproduce the problem:
1. Install the certain application which includes a webview activity. 
2. Open the app and go to screen which shows web view.
3.Press home key to go back to home page ,then switch the system language in settings.
4.Press menu key and choose the web view of app trough recent apps.

Then notice that WebView goes blank and not showing any content

What is the expected behavior?
WebView should show some content and app should render the UI elements properly

What went wrong?
WebView is not showing any content and app UI elements are not rendered properly. App should be killed to recover from the error.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 5.1.1
Flash Version: Shockwave Flash 23.0 r0

We get this issue on Huawei MediaPad M2.

Android System Webview: 43.2357.121
Chrome version: 43.0.2357.93  Channel: n/a
OS Version: 5.1.1
Device Model: M2-802LD
Fingerprint: dtab/M2-802LD/d-02H:5.1.1/HUAWEIM2-802LD/16012002:user/release-keys

We have analysed the issue and notice that the same issue happen on Samsung Galaxy S6(see https://bugs.chromium.org/p/chromium/issues/detail?id=535709).
we find it both have an error as following:

We have testd the latest webview version 50.0.2661.86(which included in gms-5.1.1-r7),the issue still existed.
 
Please check this issue and let me know if more details are needed.

1) You did not include a bugreport as I requested in the other bug. Please attach a bugreport from the device.

2) Some Huawei devices do not actually use webview updates due to a misconfiguration of the system image by Huawei; if this is one of those devices then we cannot do anything about this.

3) 50.0.2661.86 is not the latest webview, it's months out of date; the current version is 53.0.2785.124.
