Bookmarks arent highlighted

Issue description

Chrome Version       : 53.0.2785.116 m (64-bit)
URLs (if applicable) : standard Browser, no URL
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version) 
    Firefox: PASS/FAIL (Version) 
         IE: PASS/FAIL (Version) 

What steps will reproduce the problem?
(1) Open the Browser
(2) Turn on Bookmarks
(3) Hover over Bookmarks

What is the expected result?
The Bookmarks should be highlighted.

What happens instead?
They arent highlighted


Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce the issue on MAC 10.11.6, Windows 10 and Ubuntu 14.04 using chrome stable #53.0.2785.116 and latest canary #55.0.2865.0.
Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Launched chrome browser.
2. Turned on bookmarks bar.
3. Hovered mouse over the bookmarks.
4. Observed that the bookmarks got highlighted as expected.

Reporter@ - Could you please check this issue by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
