Chrome on Android cannot share css style sheet with iframe

Issue descriptionExample URL: See attached Steps to reproduce the problem: 1. Open test.html with chrome on android which shows both parent page and child iframe displaying margin and padding of 10px with red border. 2. Press refresh or F5. 3. Style sheet on parent disappears and defaults to user agent style sheet. What is the expected behavior? The style sheet reset.css should be applied to both parent and iframe. Both should show red border with margin and padding, no matter how many times refresh is pressed. What went wrong? The style sheet is not applied to both after refresh. If css served with 200 response, it's OK. If served with 304 response, the problem happens. Debugging from desktop shows the css on the sources list for only the iframe, not the parent. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers?
