preventDefault is not working in 'wheel' event

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Steps to reproduce the problem:
1. add an input into an html
2. input.addEventListener('wheel',e=>e.preventDefault())
3. then use wheel in the input

What is the expected behavior?
it should not scroll the page since I prevented default now

What went wrong?
it reports 'VM607:1 Unable to preventDefault inside passive event listener invocation.'.

But actually it's not passive listener.

Did this work before? N/A 

Chrome version: 53.0.2785.101  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0
 
Please reset chrome://flags/#passive-listener-default to default
