Support theme-color meta tag to set the toolbar color on Desktop versions of Chrome

Support theme-color meta tag to set the toolbar color on Desktop versions of Chrome

What is the expected behavior?

Currently this is only supported on Android

OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0
