2 finger scrolling randomly breaks on XPS 15 9550 microsoft precision touchpad

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2861.0 Safari/537.36 Steps to reproduce the problem: 1. Browse multiple sites for a while like normal. 2. Notice scrolling breaks for no apparent reason. 3. Profit What is the expected behavior? What went wrong? The 2 finger scroll input gesture does not trigger an action the browser simply stops responding to it. This is true for all UI elements that can be scrolled. Did this work before? N/A Chrome version: 55.0.2861.0 Channel: dev OS Version: 10.0 Flash Version: The dell xps 15 9550 uses a microsoft precision touchpad provided by synaptics. The default driver is one supplied by microsoft it enables all the gestures and is the better version. It appears to be broken with chrome. (Edge works fine)

Unable to repro this issue on Windows 10 for Google Chrome Canary Version - 55.0.2865.0 System Tested - Windows 10 [Dell Precision - M3800 - Core i7] @MTV: Team, could you please verify this issue on Dell XPS 15 9550 if you have the system available. Thank you.
