New tab for any Command

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:48.0) Gecko/20100101 Firefox/48.0

Steps to reproduce the problem:
1. Opening chromium via Command line and its opening a new Instance for any command e.g.
chromium-browser --kiosk google.com
chromium-browser --kiosk gmail.com
opens 2 instances (processes)

What is the expected behavior?
Chromium opens any console command in the same instance

at the moment i have to kill the old process to open a new one

What went wrong?
Need chromium to open any command in the same window and not a new Window(s) (instance(s), Process(s)).

Did this work before? N/A 

Chrome version: <Copy from: 'about:version'>  Channel: stable
OS Version: 
Flash Version:
