Did something change on the bot config to make the search paths different?

I think this is a side effect of this CL:
https://codereview.chromium.org/2335383002/

The "package build" step has the side effect of setting the "build_archive_url" property. Now that the manual bisect "package build" step is the last packaging step, the tester is downloading the manual bisect build, not the perf testing build.
