Loading an url with fragment identifier does not load offline page if it exists |

Issue descriptionVersion: Canary/Dev OS: Android What steps will reproduce the problem? (1) Download a page that has a link navigating to a fragment, like http://alexainslie.com (2) Open the downloaded page from Download home. The offline page is loaded with Offline Bolt icon shown. (3) Clicking on top-right icon to go to a fragment. The offline page is still loaded. Note that the omnibar shows alexainslie.com/#nav (4) Disconnect network. Go to omnibar and select the URL and press enter What is the expected output? Same offline page should still be loaded. What do you see instead? Error page is shown.
