Loading unpacked extension fails to detect default locale

Issue description

Create an extension with i18n messages
Include "default_locale": "en" in the manifest
Try to load it as an unpacked extension in developer mode on Linux

Loading the same extension (well, a previous version of it) from the CWS works fine. CWS copy is
https://chrome.google.com/webstore/detail/go-back-with-backspace/eekailopagacbcdloonjhbiecobagjci

The same unpacked extension loads fine on Windows.

chrome://local-state/ has no "intl" field.

$LANG=en_US.UTF-8
$LANGUAGE=en_US: (yes, with the colon on the end)
No /etc/locale.conf file present.
