Can't connect to HTTPS websites

Reported by gatortri...@gmail.com, Sep 16 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12) AppleWebKit/602.1.50 (KHTML, like Gecko) Version/10.0 Safari/602.1.50

Example URL:
www.google.com

Steps to reproduce the problem:
1. Open Chrome Canary
2. Go to any website that uses HTTPS by default

What is the expected behavior?
Loading the website like normal

What went wrong?
It gave an error.

Did this work before? Yes In the last build

Chrome version: 55.0.2862.0 Channel: canary
OS Version: OS X 10.12
Flash Version: 23.0.0.173

Included a screenshot showing the same URL entered on both Chrome Canary (fresh install, deleted it's Application Support before reinstalling too) and Safari. Chrome CAN load any HTTP website just fine.
