Please don't use emoji and the like in bug titles when there are any alternatives.  It's more difficult, for example, to figure out how to input an umbrella character to search for than the string "meta", and much less common to boot.

"[meta]" is not a consistent convention, and there are already quite a few uses of "☂".
If we actually want a consistent way to handle meta-bugs, we should implement it in Monorail, else I don't see what's wrong with ☂.

Re #13: it's complete in M56 for all platforms except iOS. Shooting for M57 for iOS.
