GCE pool on chromium.android looks pretty busy

It'll be getting a new builder soon, so we should throw in some more VMs.

Also, The N5X swarm builder is now a main waterfall bot. It should have its own pool.

chromium.android: Add 3 more GCE bots to the builders pool.

Also move Android N5X Swarm Builder to its own slave pool.

Also move Marshmallow 64 bit Tester to a GCE bot now that it's swarmed.
