[CVox Next] Add way for users to access live region history |

Issue descriptionWe should add a way for users to access a history of live region announcements. Live region alerts are often missed and it'd be great to have a way to ask ChromeVox to repeat the last one or see a list of recent live region announcements. It would also be helpful to implement a keyboard shortcut to move focus to the announcement. This would be useful in cases like in gmail, for example when the "message sent. view message" alert appears. It'd be nice to be able to jump to that and then view the message instead of navigating through the whole UI.

This is an important issue because if a user misses a message which was spoken, it would be great to have that message repeated. Also, same if a user is typing and interrupts the utterance of a message.
