FR: make show-desktop-version switch sticky on per site level.

Project Member Reported by yegor@google.com, Sep 16 2016

Issue description

Device name: Nexus 7

From "Settings > About Chrome"
Application version: all
OS: Android

URLs (if applicable):

Behavior in Android Browser (if applicable):
Mobile versions of some websites have limited functionality and there is no particular reason to use mobile versions on tablets, especially big ones. So it would be great if use-desktop-version switch in Chrome's menu could be sticky on per-site level.

Steps to reproduce:
(1)
(2)
(3)

Expected result:
Next time I go to a particular site my previous choice of mobile-vs-desktop version is respected.

Actual result:
I have to switch every time, even worse, if I navigate with the site, the switch often does not work (e.g. on litres.ru) anymore, it only works at first landing.
