What steps will reproduce the problem?
1.Launch chrome and Navigate to chrome://md-settings/autofill
2.Now Click on 'Add address' -> scroll down to 'Country/Region' drop down
3.Now select any country from drop down list -> Now try to click on 'Country/Region' drop down and observe Focus (Please refer screenshot)

Expected: Focus should not be overlapped with  'Country/Region' label
Actual: Instead Focus is seen overlapped with 'Country/Region' label 

This is Non Regression Issue seen from 54.0.2796.0
