Regression : Highlight is seen remained even on clicking outside the page in chrome://md-settings

Version: 55.0.2862.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://md-settings/advanced page
(2)Now press F12 to open Dev tools -> Click on 'Toggle device toolbar'  -> Drag it such that width is 690 and Height is 591 
(3)Now click on Toggle button of Autofill settings continuously  and observe Blue highlight is seen -> Close the Dev tools -> Now click the mouse on outside the page and Observe(Please refer Video)


Expected: No Highlight should be  seen 
Actual: Instead Highlight is seen  even on clicking outside the page 

This is Regression issue broken in M-53

Able to reproduce the issue on Mac using latest canary 55.0.2865.0.
