Remote Desktop does not work for some google accounts

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. sign in to google account 1 on any computer
2. sign in to google account 2 on any computer
3. attempt to start a remote desktop session as remote assistant from google account 1 where account 1 tries to share the computer with account 2
4. the connection never completes
5. attempt to start a remote desktop session as remote assistant from google account 1 where account 1 tries to access the computer with account 2.
6. Incorrect access code message is displayed.

What is the expected behavior?
computers using google account 1 can use remote desktop as remote assistance.

What went wrong?
The remote desktop connection fails either connection never completes if account 1 tries to share computer. Or incorrect access code message is displayed if account 1 tries to access another account.

The problem is entirely related to the google account. The same computer using another google account can use remote desktop with no problem. But the one google account on any computer cannot use remote desktop. The google account previously could use remote desktop. The only know change to the account was a password change.
