Regression: Weird clear browsing data overlay is seen in chrome://md-settings page.

Issue description

Version: 55.0.2862.0 Dev
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Sign-in to chrome>>Navigate to chrome://md-settings/privacy>>Open clear browsing data overlay by clicking on clear browsing data link>>Open devtools and emulate
(2)Click cancel button in clear browsing data overlay>>Close devtools
(3)Now again click on clear browsing data link and observe clear browsing data overlay (Please refer video).

Expected: Clear browsing data overlay should be properly displayed.
Actual: Instead weird(Zoomed and chopped header & footer)clear browsing data overlay is seen.

This is regression issue broken in M-54. Will update bisect info soon.

Using the per-revision bisect providing the bisect results,
Good build: 54.0.2824.0 (Revision: 410520).
Bad build: 54.0.2825.0 (Revision: 410913).

You are probably looking for a change made after 410826 (known good), but no later than 410827 (first known bad).

This is a regression in M54 and per version bisect is provided. So please get this fixed ASAP.
