NTP tile dismissal notification is different from card dismissal notification

Issue description

When you dismiss an NTP tile, you get a snackbar with an "undo" button. In contrast when a card is dismissed, we trigger an accessibility notification. We should be consistent here and do the same thing in both cases (either way around).

Hey Alex, 
Bernhard just pointed out that when we went with an earcon for the card swiping dismissal, we introduced an inconsistency. The NTP historically uses a snackbar to notify when a Most Likely tile is dismissed. We'd propose changing the ML removal to an earcon also. Any concerns?

It looks like we discussed this piece in a previous LR, agreeing that the behavior of the two pieces was sufficiently different to warrant the inconsistency in the feedback. Can you confirm when you get a chance?

Correct. This was discussed in the UI review "[UI Review] Dismissing cards in Zine"  and the decision (May 4) was "no undo bar and confirmation string after dismissing an element".

Rationale: there is a difference in destructiveness between Most Likely suggestions (which will take an entire site of your list of ML suggestions) and snippets (which will temporarily remove this particular suggestion from your feed).

Feel free to re-open if anyone has strong feelings.
