Regression:[Download] More options overlay gets closed even if focus highlight is on 'More actions' icon.

Issue description

Chrome Version: 55.0.2862.0 Revision d29bb8a29d313a1939b297c45b39560ff22a89cb-refs/heads/master@{#419063}
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4),  Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://downloads page.
(2) Click on 'More actions' icon(More options overlay opened),switch tab.
(3) Come back to chrome://downloads page and observe.

Actual: More options overlay gets closed even if focus highlight is on 'More actions' icon.

Expected: More options overlay should not gets closed if focus is there.

This is a regression issue, broken in 'M-55', will soon update the other info:

Bad build: 55.0.2855.0 (Revision: 417475).

You are probably looking for a change made after 418939 (known good), but no later than 418940 (first known bad).

Status: WontFix (was: Assigned)
that menu hides itself on "blur" (when focus is lost).

switching tabs changes focus.

therefore, this is working as intended.
