fetch v8 on windows fails by default for non-googlers

we fail to download the vs toolchain, and users have to explicitly set DEPOT_TOOLS_WIN_TOOLCHAIN to 0 in order to proceed.

Instead of the script just failing (and thus aborting fetch v8), we should print a warning and just proceed.

I agree this is silly; WebRTC has the same problem. Should this be duped against bug 628961 though?
