What steps will reproduce the problem?
(1) Copy the URL https://lan.developer.lifx.com/docs/light-messages#section-setpower-117
(2) Paste it into the URL bar and hit enter

What is the expected result?

Chromium should scroll down so that the section titled "SetPower - 117" is visible on the screen.


What happens instead?

Chromium goes to the top of the page.

I think there may be some nondeterminism in reproducing this bug, especially when following this link from another web page.  But the method I outlined above, pasting it into the URL bar, seems to reproduce it consistently.
