Flag force-ui-direction description should include "LTR" and "RTL" for ease of searching

Issue description

1. Go to chrome://flags
2. Press Ctrl+F.
3. Type "rtl". 0 results found.

Should update the description of the #force-ui-direction flag to include the acronyms "LTR" and "RTL" instead of just the full terms, so you can actually find what you're looking for.
