Monochrom: Not to register JNI for Chrome |

Issue descriptionIn Monochrome, Chrome statically registers JNI methods, but WebView look up JNI methods when it required, we should see whether Chrome also look up JNI methods. Using this approach will definitely speedup Chrome startup time, but we need understand the performance impact of looking up JNI methods.
