generic_RebootTest test count different from day to day

Issue description

On daisy under generic_RebootTest  https://wmatrix.googleplex.com/platform/unfiltered?suites=bvt-cq&days_back=14&releases=55&platforms=daisy

The number of test executed jump between 1 to 3 tests.

But that applies to every test? Looks like somebody is experimenting with different compilers on different builders.
