When overwriting a download, Chrome calls call DownloadManager::CheckForHistoryFilesRemoval().

It is possible that call can finish after the new file is downloaded. 
In that case, the old download item will not think that its downloaded file has been removed, thus causing both the new and the old download to show up on Downloads Home.
