Separate ThreadWatcher from browser/chrome

Currently ThreadWatcher lives under chrome/browser/metrics which makes it difficult to reuse from other components, such as cronet and ChromeCast.  It should be moved outside of chrome/browser/metrics, with its dependencies cleaned up, so that it becomes reusable by other components.
