Auto opening

Issue description

Chrome Version       :46.0.2461.0 <Copy from: 'about:version'>
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
         IE: PASS/FAIL (Version)

What steps will reproduce the problem?
(1)Turning on/restarating computer
(2)
(3)

What is the expected result?
Chromium Web browser should not open

What happens instead?
It opens

Please provide any additional information below. Attach a screenshot if
possible.

Do you have a startup task that is starting Chromium?  In Windows 8+, these can be viewed and disabled in the Task Manager: http://www.howtogeek.com/162446/how-to-manage-startup-applications-in-windows-8/

Also, you probably don't want to be running version 46, it is almost a year old and has hundreds of known security bugs fixed in the latest version.
I Do not have a start up task loading it. I shouldn't even have the program
on my computer anymore, I uninstalled it a year ago
