Only hangout extension is not updated when using GPO

Issue description

Client OS : Windows7 SP1(32bit&64bit) 
Server OS(AD Server) : Windows 2008 R2 Standard SP1 
Chrome browser : 53.0.2785.101 
Using group policy settings? Yes

[Issue Description]
The customer manages all devices by using GPO including Chrome browser. He force-installed Hangouts extension for all users in the domain.
When customer open Hangouts extension, there is a button to update the extension. 
The problem is
  1) Nothing happens when customer clicks the update button in HO.
  2) If customer accesses the Hangout install page on Chrome Web Store by manual, the button is 'Added to Chrome', so they cannot update Hangouts.

[Additional Info] 
- Other extensions were updated automatically. Only Hangouts extension is not updated.
- The version number is old (2016.809.1413.1) on the chrome://extensions page.
- The application ID has not been changed from nckgahadagoaajjgathacjanaoiihapd.

[Affected Users] 
All users in customer domain

[Workarounds]
No workarounds.
('Re-install HO' won't work as workaround, since they manages all users/devices by GPO. Customer won't be sure if 'force remove policy' is applied to all users/devices or not.)
