sheriff-o-matic still not really mobile friendly

Issue description

The buttons are tiny. The text is all different sizes.

This needs a <viewport meta> tag that tells the page to render at the device-width instead of the default desktop width.

I don't think this necessarily needs to block shipping the staging server, but it'd be nice to fix sooner rather than later. Particularly, this should be less than one day of work to add the viewport meta tag and clean up the few things that look funny after.

The latest version of Sheriff-o-Matic has some more responsive fixes. I think now with the more standard viewport, the app is a lot more mobile friendly than it was before, but please do feel free to give feedback on how we can better improve responsiveness.

Lowering the priority on this since the sheriffing survey results indicated not a ton of interest in mobile friendliness (and it should be at least minimally usable on a mobile device now). 

But I think we should still definitely work on making sure Sheriff-o-Matic looks good on laptop sized screens at least. Not everyone is always on a 30 in monitor. :)
