Device offline on chromium.perf

There's one device that's blacklisted, (showing as missing in device_status_check): 3208df23b0c251e1
And another that is simply failing all tests: 3208e0600bb251f3

3208df23b0c251e1  rebooted the device and swapped the usb cable
3208e0600bb251f3  keeps rebooting. Peter and I are trying to re-flash this one now.
