Pool health bugs don't go to the proper component

Issue description
Pool health bugs need to be filed against component
"Infra>Client>ChromeOS". Instead, they're filed with
the label "InfraClientChromeOS". See for example
bug 647231. Or use this search to see all the problem
children:
