Today, when you tap on a downloaded page we open it in a new tab. This means that if the user presses the back button or tries to navigate back, they exit Chrome.

Instead, we should be consistent with bookmarks and if a user opens a downloaded page it should happen in the last open tab and navigates back in the stack.
