[Offline Pages] ManifestFetcher DCHECK crashes render process when navigating back from viewing offline page |

Issue descriptionOn Android developer debug build on Android One Cherry Mobile W6210. I saved http://snapdeal.com as an offline page (via offline-internals page) and then opened it from offline-internals page. I saw some several "Blocked script execution" (seem expected) for the MHTML and some font files not found or opened. The render content looked pretty reasonable. When I navigated back, I got an "Unforuantely, Chromium has stopped" pop-up over the expect content of previous page with this DCHECK logged: 09-15 09:14:35.416 F/chromium(17432): [FATAL:manifest_fetcher.cc(45)] Check failed: !completed_. This is repeatable on this MHTML file on this non-rooted device. I will try to repro on a rooted device so I can grab the file.

I couldn't reproduce this issue from saving these sites. I there a timing required? Not sure how I can use this mhtml files too.

It is not during the saving but the opening and then navigating away that hits this DCHECK. Repros steps: 1. visit "chrome://offline-internals" page on clank 2. enter "http://snapdeal.com" in text box at bottom and select "Load in background" 3. wait 10-20 seconds and refresh the offline-internals page 4. find snapdeal link under "Stored Pages" section and click on it to open mhtml page 5. page should render successfully (with file: url currently) 6. navigate back with chrome's back arrow button 7. notice "Unfortunately, Chromium has stopped" pop-up
