OS X menu bar is not hidden after entering fullscreen mode when having multiple screens

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.27 Safari/537.36

Steps to reproduce the problem:
1. Connect the computer to multiple external monitor.
2. Turn off the mirror display.
3. Full screen Chrome.

What is the expected behavior?
No menu bar should be shown.

What went wrong?
OS X menu bar

Did this work before? N/A 

Chrome version: 54.0.2840.27  Channel: beta
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

Can you reproduce it with latest Canary Build from https://www.google.de/chrome/browser/canary.html ?

Please attached a screencast or a cellphone video of the behavior, so we know exactly how to reproduce this issue (I can't reproduce it, but there may be some particular incantation we need to do to get it to happen).

This is most likely a regression from my recent fullscreen changes

It only occurs once or twice a day. I'll to get a video of it.
