Scrollbar incorrectly placed on element with box-shadow

Issue description

Version: 55.0.2859.0
OS: Android

What steps will reproduce the problem?
(1) Open the attachment
(2) Scroll the grey box

What is the expected output?
Scrollbar should be attached to the right side of the grey box

What do you see instead?
The scrollbar is offset up and to the left

This looks like a compositor positioning issue to me.

This seems to clearly be a case of reparenting scrollbars going wrong.

Will reproduce on any high dpi device with overlay scrollbars. Eg, mbp.
