Disabling an extension should adapt number of extensions next to omnibox

Issue description

UserAgent: Opera/9.80 (Windows NT 6.1; WOW64; U; en) Presto/2.10.229 Version/11.62

Steps to reproduce the problem:
1. Have a couple of extensions
2. Have some shown next to omnibox, and some hidden in Chrome menu
3. Disable one of the extensions shown next to omnibox
4. Ensable same extension

What is the expected behavior?
After 3, the number of extensions shown next to omnibox should be reduced by 1.
After 4, the number of extensions shown again be increased by 1.

What went wrong?
After 3, the number of extensions shown next to omnibox is not reduced. As a result, another extension previously hidden in the Chrome menu (the top-left-most one) is shown next to omnibox and not hidden in Chrome menu any longer.

Thanks for the report.
Able to reproduce the issue on Win 10,Mac 10.11.6 and Ubuntu 14.04 using 53.0.2785.116 and canary 55.0.2861.0.
The feature 'Hide in chrome menu' is introduced in M52 and the issue seen since then.Marking this as a non-regression issue and untriaged to further update on this.
