Regression: Unwanted scrollbar is seen on navigating tochrome://md-settings/siteSettings page.

OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and Navigate to chrome://md-settings/siteSettings page.
(2)Click on any of the options and observe the RHS of the screen.

Expected:No such unwanted scrollbar should be seen in Site Settings page.
Actual:Instead unwanted scrollbar is seen.

This is Regression issue broken in M-54.Will update bisect info soon.

Able to reproduce the issue on the latest canary(55.0.2861.0) on Mac OS 10.11.6 as well.

This is a regression in M54 and per version bisect is provided. Please try to get this fixed ASAP.
