In NTP, on dragging app icons in Google apps traces of border is seen.

OS: Mac (10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome, open NTP and click on Google Apps icon on right side.
2) Drag and release 2-3 app icons and observe.

On dragging and releasing app icons traces of border is seen on some icons.

On dragging and releasing app icons traces of border should not be seen.

This is a Non-Regression issue seen from M-33 series (Chrome version: 33.0.1712.4)

Note: Issue is not seen on Windows and Linux OS.

P.S. I'm 100% sure that I have seen a similar bug description before. But I can't find it.
