Regression: Hand pointer is seen instead of i-beam pointer in chrome://md-settings.

Chrome Version: 55.0.2861.0 (Official Build) 9cedf75377d817c6b32a01f1d30fbe10663b8bb8-refs/heads/master@{#418732}- 32/64 bit.
OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac OS X(10.10.5, 10.11.4)

Steps: 
(1) Launch chrome and navigate to chrome://md-settings
(2) At "Appearance" section select 'show home button' option, Now click on other 'option' and  write any text and observe

Actual: Instead Hand pointer is seen 

Expected: I-beam Pointer should be seen for selecting the Text

This is Regression Issue Broken in M-54.

Manual good and Bad Builds:

Bad Build:  54.0.2831.0
